IPC magazine now available online and celebrates organisation’s 30th anniversary

The International Paralympic Committee (IPC) has released the latest edition of its magazine The Paralympian.

The main feature story highlights the IPC’s 30th anniversary. Founding President Dr. Robert Steadward recalls the early stages of the IPC’s birth, and the pain and perseverance that led to its founding in September 1989 in Dusseldorf, Germany. Three decades later, the IPC celebrated the milestone with festivities in its hometown Bonn, Germany, last October, and the launching of a new branded look.
Other member organisations in the Paralympic Movement have done similar in rebranding, such as the National Paralympic Committee (NPC) of the USA. A case study inside this magazine explains how the NPC transitioned from US Paralympics to the US Olympic and Paralympic Committee (USOPC).
A separate case study sheds light on the development side of Para sports. Led by the Agitos Foundation, Para athletes around the world are getting opportunities to realise their potential through the Athlete Support Programme. Among those athletes is 12-year-old Ugandan swimmer Husnah Kukundakwe.

Madeira 2020 European Open Championships postponed

The Madeira 2020 World Para Swimming European Open Championships and the Berlin 2020 World Series have been postponed.
Due to the constantly changing landscape and the disruption caused by the COVID-19 pandemic, World Para Swimming has decided to put the 2020 season on hold until September.
This means that no major event or classification opportunity will take place until 1 September at the earliest.
The new dates of the Madeira 2020 European Open Championships and the Berlin 2020 World Series will be confirmed at a later date.
The Euros was initially scheduled to 17-23 May in Portugal, while the Berlin World Series in Germany was set to take place from 18-21 June.
World Para Swimming is currently in discussions with the Local Organising Committees (LOCs) to be able to provide National Paralympic Committees and the athletes’ community with a clear overview of the last quarter of the 2020 season.
Following the announcement of the postponement of the Tokyo 2020 Paralympic Games to August 2021, World Para Swimming is also looking into new dates for the 2021 World Championships.

International Paralympic Committee (IPC) reaction Tokyo 2020 Paralympic Games postponed

Following the decision to postpone the Tokyo 2020 Olympic and Paralympic Games, International Paralympic Committee (IPC) President Andrew Parsons gave the following reaction:
“Postponing the Tokyo 2020 Paralympic Games as a result of the global COVID-19 outbreak is absolutely the right thing to do. The health and well-being of human life must always be our number one priority and staging a sport event of any kind during this pandemic is simply not possible.
“Sport is not the most important thing right now, preserving human life is. It is essential therefore that all steps are taken to try and limit the spread of this disease.
“The COVID-19 outbreak is now impacting nearly every country in the world and the number of known cases has increased almost five times over in the last 10 days to 375,000.
“At a time when many major communities around the world are in lockdown, with workplaces and shops closed and people urged not to leave their own homes, continuing to pursue the dream of the Tokyo 2020 Games happening this year does not make sense; postponement is the only logical option.
“By taking this decision now, everyone involved in the Paralympic Movement, including all Para athletes, can fully focus on their own health and well-being and staying safe during this unprecedented and difficult time.
“When the Paralympic Games do happen in Tokyo next year, they will be a spectacular global celebration of humanity coming together again as one.
“In the meantime, we will liaise and work closely with our athlete community, National Paralympic Committees and International Federation impacted by this postponement.”
Chelsey Gotell, Chairperson of the IPC Athletes’ Council, said: “From an athlete viewpoint this is the right decision for the athletes, the Games and the wider Paralympic Movement. We all now have greater clarity about when the Games will take place, and this is very welcome news for the global Para athlete community.
“We are happy that the IOC and Japan’s Prime Minster Abe took this decision so quickly. It enables athletes to take a step back and focus on the current situation at hand.
“No athlete in the world wants to go into a major competition, let alone the Paralympic Games unsure of fitness or form. But this was the situation many athletes around the world were facing up to, due to an inability to train or compete in events due to the COVID-19 outbreak.
“Now that a decision has been taken, it is important that the Para athlete community come together, rally around and support each other during this difficult time. We should also look to use our influential positions in society to encourage others to take the right measures to stay safe during this uncertain period.”

Winners revealed for 2020 International Women’s Day Recognition

To celebrate and continue building up its female leaders, the International Paralympic Committee (IPC) is joining the global celebration of International Women’s Day on 8 March by highlighting three outstanding figures who have impacted the Paralympic Movement.
Jordan’s Maha Bargouthi (Next Generation Leader), Poland’s Paulina Malinowska-Kowalczyk (Builder), and Paralympics Australia (National Paralympic Committee and International Federation) have each received the IPC 2020 International Women’s Day Recognition. It is the first time the honour has expanded into categories since its inception in 2013. The recognition awards primarily women in the Movement who have and continue to inspire and emulate the Paralympic ideals, and who are positive role models for other women within the Movement.
The winners were decided by the IPC’s Women in Sport Committee (WiSC), chaired by Rita van Driel.

PAULINA MALINOWSKA-KOWALCZYK - BUILDER CATEGORY
Malinowska perfectly embodies the category’s theme that looks at those who have sustained and consistent leadership over a period of time promoting and supporting women in sport.
She is the spokesperson of the Polish Paralympic Committee and advisor to the President of Poland Andrzej Duda. But her impact in the Movement goes further. Having her left arm amputated due to cancer when she was 11 years old, Malinowska did not let that deter her ambitions. From 2002-2017, she worked for Polish Television on programmes about people with disabilities. Simultaneously, she was the host of the country’s award-winning programme TVP Sport “The able-bodied” that focused on people with an impairment practicing sport.
“I have never thought about winning any prizes by working with the Paralympic Movement. I simply love the work I do,” Malinowska said. “I have always believed that Paralympic sport has its mark and identity. Winning the Builder category means my beliefs were always right. This award will motivate me to continue my work and to promote Paralympic Movement. And yes, I feel very happy!”
As a journalist, she covered Athens 2004, Vancouver 2010, Sochi 2014, Rio 2016 and PyeongChang 2018. Just last year, she was awarded with a Special Prize in the contest “Man without barriers” and was given a medal commemorating 100th anniversary of Polish Olympic Committee for work for the development of sport in her country.

MAHA BARGOUTHI - NEXT GENERATION LEADER CATEGORY
Bargouthi’s emergence as a growing leader and contributor to women in sport has earned her the Next Generation Leader award. Bargouthi, who had poliomyelitis at a young age, became active in sports at 17 years old, first taking up athletics before switching and making history by recording Jordan’s first and so far only Paralympic gold medal after winning her singles table tennis event at Sydney 2000.
The Paralympian retired after Rio 2016 but has remained active in the Movement outside the field of play. She was elected a member of the IPC’s Athletes’ Council in 2008 and appointed Secretary General of NPC Jordan, where she has worked to implement comprehensive and radical changes to empower the organisation and its athletes.
Bargouthi said: “The Next Generation honour adds tremendous value morally and brings the assurance that athletes with a disability can bring about positive changes and achieve high recognitions while sending a great message to the disabled society that their voices and actions are heard and can be witnessed.”

PARALYMPICS AUSTRALIA - NATIONAL PARALYMPIC COMMITTEE AND INTERNATIONAL FEDERATION
Paralympics Australia landed the award for displaying leadership and impacting the promotion and support of women in sport. They have been intentional in putting females at the forefront on and off the field of play.
In 2015, the NPC appointed Lynne Anderson as its Chief Executive Officer and she has been a driving behind supporting sports programmes to promote gender equality. The following year, the NPC also appointed its first female Chef de Mission in Kate McLoughlin to lead the team at Rio 2016, and she will return again for Tokyo 2020.
“I’m also proud for our NPC to win this award because I see how far equality in sport has come,” Anderson said. “For a long time there was no visibility for women in sport, just like with Para sport, and so many people didn’t think we could get there but we are.”
The nation had 42 per cent of its delegation as female at Rio 2016, and 52 per cent won medals. From a governance perspective, Paralympics Australia has seen a strong rise in female representation, with 55 per cent of its senior executive team being women.
“The story of Australia’s first female Paralympian Daphne Ceeney is one that I reflect on when I think about how far women have come in this industry,” Anderson continued. “It’s really impossible for me to comprehend the drive and focus to get to where she did. She was the only female member of the first Australian Paralympic Team and she turned around and won more medals than anyone else. That to me, should never be forgotten. Nor should it stop inspiring females in sport. From our very beginnings with the 1960 Australian Paralympic team, we have seen females shine.”

Join the Athletes Council team and keep the Paralympic Movement athlete-centred

The International Paralympic Committee (IPC) is calling on its Paralympians to support its mission in leading the Paralympic Movement on a different field of play — the decision-making table.
Athletes have a chance to get a place in the boardroom and become directly involved through the IPC Athletes’ Council, which is now accepting nominations for its upcoming elections set during the Tokyo 2020 Paralympic Games. Applications are being accepted until 20 May, and candidates must be nominated via their respective National Paralympic Committees (NPCs). Only six summer sport spots are up for election.
The Athletes’ Council is a highly engaged group consisting of 12 current and retired Paralympians, and one from the IOC Athletes’ Commission Representative, who are passionate about representing all athletes at the highest levels of the Paralympic Movement.
The role requires time commitment to actively participate in on-site gatherings; effective communication skills both in written and spoken English to relay athlete-related issues to the Movement’s leaders; as well as a high level of knowledge of the Paralympic Movement. Chelsey Gotell, IPC Athletes’ Council Chairperson, said: "The IPC Athletes' Council has done a tremendous amount of work to increase its presence and voice within the IPC and the wider Paralympic Movement. IPC to open first Paralympic Museum in Tokyo

To mark 200 days to go until the Tokyo 2020 Paralympic Games, the International Paralympic Committee (IPC) has announced that it will open its first Paralympic Museum later this year in the Japanese capital.
Housed at Coredo Muromachi Terrace in Nihonbashi, Tokyo, with the cooperation of Mitsui Fudosan, the museum will operate from August 25 to late September and showcase the extraordinary history and growth of the Paralympic Movement.
Visitors to the museum will have the opportunity to learn more about the history of the Paralympic Movement and how, in just 60 years, the Paralympic Games have evolved into the world’s number one sporting event for driving social inclusion.
With exhibitions dedicated to many Para sports, including those that featured at the first Paralympics in 1960, the museum will also excite and inspire with stories of legendary athletes whose remarkable performances have helped to transform global attitudes towards persons with disabilities.
Andrew Parsons, IPC President, said: “As the Paralympic Games continue to grow in size and scale, it is vital that we chart the history of just how far the Paralympic Movement has come in a relatively short space of time.
“We are hugely excited that our first Paralympic Museum will open in Nihonbashi in the heart of Tokyo to coincide with the Paralympic Games.

Founded in 1948 by German neuro-scientist Sir Ludwig Guttmann at Stoke Mandeville Hospital in Great Britain, the Paralympic Movement originally focused on the rehabilitation of injured World War II veterans.
In 1960, the first Paralympic Games were held in Rome, Italy, involving 400 athletes from 23 countries. Since then, the Games have taken place every four years and are today recognised as the world’s third-largest sporting event, attracting billions of TV viewers and millions of spectators.
This August, Tokyo will become the first city to host the Paralympics for a second time when it brings together 4,350 of the world’s best athletes from over 165 countries.


NIHONBASHI CITY DRESSING
The venue of the Paralympic Museum will be the Mitsui Fudosan-developed Coredo Muromachi Terrace in Nihonbashi, a Tokyo neighborhood that has historically been at the center of Japan’s economy, finance, and recreation. Throughout the duration of the Paralympic Games, Nihonbashi City Dressing (held with the assistance of Special Supporter Mitsui Fudosan) will decorate the neighborhood with vibrant and dynamic images of Paralympic athletes, ensuring the entire city will celebrate the Paralympic Movement.

“Encouraged and confident” after latest Tokyo 2020 Project Review

The International Paralympic Committee (IPC) concluded its ninth and penultimate Project Review with the Tokyo 2020 Organising Committee on Thursday (6 February) by declaring it was “encouraged and confident” about preparations for this summer’s Paralympics.
With 201 days to go, the IPC discussed several topics during the Project Review, which took place over three days and included a site visit to the new Olympic Stadium. In addition to participation from the IPC and Tokyo 2020 representatives, three National Paralympic Committees – Canada, Great Britain and Japan – all took part in providing valuable input.
Craig Spence, the IPC’s Chief Brand and Communications Officer, said: “We have been greatly impressed by the progress made by Tokyo 2020 in many areas since our last meeting in December and continue to be blown away by the interest the Japanese public is showing for the Games.
“One area where we have witnessed significant progress is accessible transport, which is essential for all stakeholder groups at the Paralympics, especially the athletes. There is still some work to be done, especially around transport for ceremonies, but I am pleased the team are very much now on the right track.
“A focus area for the Organising Committee between now and May’s final Project Review is transition planning, the period between the end of the Olympics and the start of the Paralympics. The transition period is vital to get right, not just in terms of venues, but in terms of all functional areas.”

CORONAVIRUS
During the Project Review the issue of coronavirus was discussed and the IPC was keen to reassure the public about the potential impact it could have on preparations for this summer’s Paralympic Games.
Craig Spence, the IPC’s Chief Brand and Communications Officer, said: “The outbreak of coronavirus so far has had minimal impact on Games preparations and both the IPC and Tokyo 2020 are going about our plans as expected with athlete health and well-being remaining our top priority.
“When it comes to the virus, it must be stressed that neither the IPC or Tokyo 2020 are the health experts; our job and focus is organising the Games.  The experts are the World Health Organisation (WHO) and other relevant national authorities, and we will continue to have regular dialogue with them and follow their advice.
“Although the latest WHO statistics detailing the numbers known to be infected by the virus outside of China are still relatively small. We would not be doing our job properly if we are not prepared for every eventuality.
“We are therefore encouraged that Tokyo 2020 has established an internal taskforce on what measures may need to be taken should this virus continue into the summer. We are also fully reassured that the relevant Japanese authorities, as well as the WHO, will take all necessary measures to address the ongoing situation.
“What is important now is that we put this outbreak into perspective in terms of cases and try to calm people’s fears. Fear spreads much faster than any virus and currently, according to the WHO, there are less than 200 reported cases outside of China.”
The Tokyo 2020 Paralympic Games will take place between 25 August and 6 September, bringing together 4,350 athletes from around 160 countries who will take part in 22 sports.
